Labor Relations Director

Position Summary:

SUMMARY
The Labor Relations Director, HR will partner with the Markets and Corporate Solutions organizations to drive talent strategies nationally, including workforce planning, creating strategic frameworks to meet short and long term talent needs of the engineering workforce.
 
The role has multiple executive stakeholders with complementary and sometimes competing priorities. Experience managing multiple executive stakeholders is key to success in this position.
 
The Labor Relations Director, HR will partner with a team of over 40 HR Business Partners in a highly matrixed and decentralized environment.  Strong vision and managerial skills are a must have; proven ability to coach/mentor/performance manage is key. 
 
A credible, impactful communicator, s/he operates with an action-oriented approach knowing how to measure the results of various HR activities and responding to the dynamic needs of our clients. 
 
S/he facilitates HR programs for JLL’s engineering staff that enhances a culture of inclusiveness and diversity, linking development and leadership initiatives to business strategy and measurable results. 
 
A politically-savvy and tenacious agent of process improvement / change, the Director, HR refines and delivers integrated HR programs by drawing on the strength of the HR central platform including HR technology, talent management, workforce planning, compensation and benefits. 
 
EXPERIENCE

  • Change catalyst, balancing urgency and client responsiveness with methodology and discipline.
  • An effective strategist and practitioner with a solid track record of successful execution of HR programs.
  • Ability to establish relationships with all levels of an organization, while gaining and maintaining credibility.
  • High energy influencer, capable of leadership and management within and outside of HR.
  • Data-driven, fact-based decision maker.
  • Current understanding/application of leading HR practices yet capable and willing to synthesize information and use terms consistent with existing business strategy.
  • Ability to work in an ambiguous environment while driving for results.
  • Self-starter; results oriented and motivated professional.
 
EDUCATION AND EXPERIENCE
  • Bachelor’s degree with major concentration in either HR or business
  • Advanced law degree, preferred
  • Experience in professional services sector a strong positive.
  • Minimum of 10 years of experience in employment law and labor relations critical.
  • Minimum 10 years of experience in a client-focused HR Generalist role, including employee relations, project management, and integrated talent management experience in both a union and non-union environment.
 
CERTIFICATIONS AND LICENSES
  • HR certification (PHR, SPHR, GPHR), preferred.
 
ACCOUNTABILITIES
LABOR RELATIONS
  • Design, update and implement labor relations business strategy, including communications and training.
  • Oversee system to track new and existing union labor agreements. 
  • Manage relationship with external labor vendor, including providing direction and guidance on all JLL labor matters and coordinate, as needed, with JLL or external Legal Counsel.
  • Provide consultation on all JLL labor relations matters to HRBPs and business stakeholders.
  • RFP responses & Pitches
  • Transition support, including insourcing union work, i.e. janitorial services. 
  • Employee issues (including: grievances, arbitration and other union related employee issues) – working closely with JLL’s Employee Relations team.
  • Respond to Union Organizing Activity and Conduct Employer Campaign/Employee Meetings.
  • Handling a variety of vendor related union issues.
  • Negotiating CBAs, either directly or supporting the business in doing so.
  • Work effectively with both internal and external legal counsel on labor relation issues.
 
EMPLOYEE ENGAGEMENT
  • Advocate for engineering workforce to ensure all HR practices seek to engage, recruit and retain the best talent in the market place.
  • Work together with HRBPs to proactively manage Union Organizing Activity and Conduct Employer Campaign/Employee Meetings.
  • Create overall strategy to engage, recruit and retain engineering workforce that supports JLL’s talent strategy and EVP.
  • Engage with engineering workforce to understand their needs, make recommendations on how to implement that balances engagement and company policies.
 
HRBP ACTIVITIES
  • Drive HR strategy for the Engineering population in support of Americas HR goals.
  • Collaborate and partner to implement key human resources initiatives for engineering staff across the organization, including Talent management programs (Talent Review, Re-deployment, Performance Management), Diversity and Inclusion programs, and Training, as needed.
  • Proactively anticipate opportunities or issues of the engineering staff and develop innovative solutions to address the opportunities.
  • Utilize all available data sources to make fact-based decisions to solve complex problems.
  • Actively leverage central HR platform to drive value and results for the engineering workforce.
